Côte d’Ivoire-AIP/ Inauguration prochaine de la maternité du centre de santé communautaire d’Issia rénovée

Issia, 14 avr 2023 (AIP) – La maternité du centre de santé communautaire médico-social d’Issia 3, rénovée par le Programme spécial d’auto assistance de l’Ambassade des Etats-Unis, sera inaugurée, jeudi 20 avril 2023, a annoncé, mercredi, lors d’un point de presse, le président de l’ONG «Un amour de commune» (UACOM), Jérôme Deho.

Le projet d’équipement et de réhabilitation de la maternité du centre médico-social propriété de l’ONG «Un amour de commune» (UACOM) d’Issia, a été rendu possible grâce au projet « SOS, espoir maternité », à travers lequel, l’Ambassade des Etats-Unis a financé à hauteur de quatre millions de francs CFA, les travaux de réhabilitation et d’équipement.

Construite en 2012, cette maternité communautaire offre des consultations de santé maternelle et infantile, notamment prénatales, post natales, et de suivi des enfants.

Créée en 1997, l’ONG UACOM a pour mission de contribuer au développement culturel et économique des villes et villages, à travers la lutte contre les pandémies et les inégalités sociales. Elle est présente dans 54 localités.

Training manual for judges on RTI adopted

The Commonwealth Human Rights Initiative, Africa Office, in collaboration with the Judicial Training Institute, Ghana, has adopted the Right to Information (RTI) Training Manual for judges in the country.

The manual provides a theoretical and practical understanding of the RTI Act in executing its mandatory duties.

The manual has five models- the concept of Right to Information, the benefits of the Right to Information, the International and regional legal frameworks on the Right to Information, the principles underpinning the Right to Information and the obligations of public institutions in promoting the Right to Information regime.

Justice Kwaku Tawiah Ackaah Boafo, Justice of the Court of Appeal, speaking at the validation of the manual, underscored the importance of the Judiciary in ensuring the smooth and effective implementation of the Right to Information Act.

Parliament passed Ghana’s Right to Information Act, (Act 989) in March 2019 to provide a framework for the implementation of the Right.

Justice Boafo said the manual would provide the Judiciary with an understanding of the Act and the key principles underpinning its implementation.

The Court, he stressed, would be positioned through the manual to review decisions made by public institutions when requests were refused.

He said the manual would equip judges to play their roles effectively and that the proper implementation of the Act would consolidate the country’s democratic governance.

He said the RTI had gained international recognition because it was a human rights initiative and a tool that empowered the citizenry to demand accountability from the government.

Justice Boafo said the RTI legislation was not only unique to Ghana, but also across other countries, including Nigeria, Canada, the United Kingdom, and the United States.

He said since the passage in 2019, the Ministry of Works and Housing and other agencies had adopted the Act and designed the same for implementation.

He said even though there might be challenges in every legislation, there would be room for comparative learning for sustained development.

Justice I. O. Tanko Amadu, Acting Director, Ghana Judicial Training Institute, said the judiciary had the duty to ensure that state machinery and policies did not infringe on fundamental rights, including those of marginalised groups.

‘A well-resourced and well-equipped, and informed judiciary is essential to curtailing failures by state actors in the discharge of their duties under the law,’ he said.

Mrs Ogonna Okaigwe, RTI Consultant, who took the judges through the manual, said the purpose was to provide a theoretical and practical understanding of the Act in executing their mandatory duties.

She said the manual, among others, could be used for the training of judges and other institutions with the mandate to review decisions made on RTI applications.

The Coalition on the Right to Information Ghana and participants said the manual would facilitate greater participation in decision-making and ensure access to information in the country.

Otjikoto B2Gold announces phased closure of mine

The Otjikoto B2Gold Mine Namibia on Thursday announced that it is commencing with the implementation of its phased mine closure plan.

The mine in a media statement on Thursday said it has decided to start communicating with the affected employees and stakeholders before the plan takes effect, noting that the downscaling of its operations in line with the closure plan is set to commence in the first quarter of 2024.

Situated about 70 kilometres north of Otjiwarongo, B2Gold acquired the Otjikoto Gold Mine from Auryx Gold in 2011, and the acquisition was followed by construction activities from April 2013 until the last quarter of 2014, when construction was completed.

Its first gold was poured in December 2014 with the operations reaching the commercial production level in March 2015.

The active lifespan of the mine including the processing of low-grade stockpiles of gold was estimated to be nine years, which is the beginning of 2023 unless a significant open pit discovery or extension to the underground reserves was made possible for the lifespan plan to increase.

Based on the most recent life of mine plan, the open pit end of life is likely the end in 2024, with only 50 per cent of the mining tonnage capacity which is required in 2024.

“Accordingly, the last year of the full open pit mining production had been set for 2023, while the processing and milling of a low-grade stockpile of gold will continue until approximately 2031, which depends on proving the economic viability of this activity,” it said.

So far the company has considered an alternative option of retrenchment of workers based on the ramp-down schedule and the operational requirements, said the mine.

The retrenchment policy and criteria are currently unavailable as consultations with the Mine Workers Union of Namibia (MUN) have not been finalised, it said.

The company promised to negotiate retrenchments in good faith and to be transparent in its communication.

Rehabilitation Commission Pledges to Intensify Rehabilitation Endeavors of Ex-combatants in Tigray

Rehabilitation of ex-combatants in Tigray region will continue with an intensified manner, National Rehabilitation Commission Commissioner Ambassador Teshome Toga said.

The commissioner met today with officials of Tigray Interim Administration to discuss the implementation of Disarmament, Demobilization and Reintegration (DDR) activities.

The discussion which was held in Mekelle, Tigary regional capital evaluated the progress made and the remaining tasks in this DDR process.

Speaking on the occasion, the National Rehabilitation Commissioner Ambassador Teshome Toga said that the discussion was fruitful.

“We focused on what the remaining tasks are in the evaluation. Our discussion was successful and good. Disarmament is the priority job to DDR since this activity is going on,” he noted.

Ambassador Teshome further stated that the current process is in a good phase mentioning that an agreement has been reached with the interim administration of Tigray region on the conditions under which the remaining works can be accelerated.

“The other work is demobilization which includes the establishment of shelters and camps as well as registrations, important to the former combatants,” he noted.

In this regard, the commission has been working with the officials of Tigray region interim administration to identify and organize the aforementioned facilities, according to the commissioner.

He added that the National Rehabilitation Commission will open a branch in Mekele to help facilitate the next operations.

The Chief Administrator of Tigray Region Interim Administration, Getachew Reda said for his part that the implementation of the peace agreement is encouraging.

Getachew stated that the administration has been carrying out various activities with the commission with the sprite of understanding and discussion, noting that we have exchanged views on ways to expedite the implementation of remaining tasks.

“It is important to always assess jointly about the challenges that might encounter in the future concerning the demobilization and reintegration activities as well as resource mobilization to plan and implement together and complete the tasks that must be completed by properly looking in to the works that have already been completed.”

This (Discussion) is part of this process, he said, adding “I think we hope we will be able to carry out activities with a view to strengthening these issues to a better level.”

Getachew also mentioned that the activities so far undertaken with the government has been successful and pledged to accelerate the remaining tasks.

Efforts will also be intensified with a view to strengthening and sustaining the activities being carried out with the federal government and other international organizations, he added.

“Though several activities have already been undertaken, we will continue our efforts to complete the remaining tasks as soon as possible,” Getachew pointed out.

Somali President Arrives in Addis Ababa for Official Working Visit

President of Somalia, Hassan Sheikh Mohamud has arrived in Addis Ababa today for a two-day working visit, according to the Ministry of Foreign Affairs.

Upon his arrival, the president was warmly welcomed by Adem Farah, Vice President of Prosperity Party and State Minister of Foreign Affairs, Mesganu Arga at Bole International Airport.

NNPC Retail Ltd. restates commitment to OTL conference 2023

The Managing Director, Nigerian National petroleum Commission Retail Ltd., (NRL), Mr Huub Stokman, has restated the company’s commitment to the Oil Trading and Logistics (OTL) Conference, 2023.

Stockman said this when the OTL Advisory Board paid him a courtesy visit on Thursday in Lagos.

Stockman noted that the commitment was as a result of its continued faith in the Nigerian downstream energy sector.

The News Agency of Nigeria (NAN) reports that the Oil Trading and Logistics Conference 2023, is a week long event which would feature notable presentations, exhibitions, panel discussions, stakeholders engagement sessions and networking sessions with downstream industry bigwigs.

Stokman said that in spite of the challenges that the industry currently face, the future of the sector was still promising.

“As the dynamics of the downstream market keeps changing, it is worthy of note to improve on the programmes for the event with the goal of ramping up the solutions for a more robust downstream secto,” he said.

Stokman added that as customer engagement lies at the heart of productivity for the downstream sector, the OTL team should look towards providing solutions which focus on delivering value to the customers.

“First, in the downstream business is our customers. We need to do some research on the voice of the customer. I have done it in other countries.

“We interviewed the customers in our market research. We have to know what the consumers want.

“We should look to the past to find out that whatever is discussed is fresh and adds to what has been discussed last year. We can also bring in solutions from what happens in other countries, talk about it and get stakeholders to engage,” he said.

On his part, the Executive Vice Chairman, OTL Downstream Week, Dr Emeka Akabogu, thanked the NRL boss for setting the pace for the Nigerian petroleum downstream industry through his company’s support for the event last year and its commitment towards the 2023 conference.

Also, Chairman of OTL Advisory Board, Mr Tunji Oyebanji, said that the plan was to make the conference wider in outreach and participation across the downstream.

“This is so that whatever initiatives talked about, policy advocacy can be embraced by the whole industry for much participation across board and not just major players in the industry,” he said.

Oyebanji sought their continued support in trying to make this year’s conference a more successful outing than the last year.

The meeting ended with Akabogu presenting a copy of the picture story of OTL Conference 2022 to the NRL boss.
