Improving primary healthcare infrastructure will expand access to vaccines – NSSF

The Nigeria Solidarity Support Fund (NSSF) has highlighted the importance of improving primary healthcare infrastructure, saying it will aid in achieving better vaccine programmes.

The Vice-Chairman of NSSF, Mr Aigboje Aig-Imoukhuede, made the assertion his address of welcome during a webinar on expanding access to vaccines in Nigeria and building vaccine confidence.

The webinar was hosted in collaboration with the Nigeria Health Watch (NHW), the General Manager/Chief Executive Officer (CEO), NSSF, Dr Fejiro Chinwe-Nwoko, said in a statement on Thursday in Lagos.

“If the Primary health infrastructure exists at the level we want it to, then the cost of vaccines and its administration across the country and across demographics will reduce.” Aig-Imoukhuede was quoted as saying.

Chinwe-Nwoko said that the webinar was part of NSSF’s objectives to align key stakeholders on a collaborative and forward-thinking approach to expanding and scaling access to vaccines in Nigeria.

According to her, the webinar is the first of its four-part webinar series on “Expanding access to vaccines in Nigeria and building community confidence in vaccines”.

The CEO said that the webinar discussed the current landscape of the immunization programme in the country.

She said that it also highlighted what has worked and what has not worked; and advocated for effective campaigns through strengthened Public-Private-Partnerships (PPP), and effective use of data for improved efficiency and accountability.

She said that it was necessary to host the webinar series to raise awareness on the poor immunization coverage in Nigeria and the increased number of zero dose children which according to the WHO and UNICEF is 3.1 million children.

She noted that the outcome was greatly influenced by the COVID-19 pandemic.

“NSSF looks to support the Nigerian government in its vaccination plans by bringing together private and public sector partnerships to bridge the gaps in areas such as funding and technical expertise in health sector leadership and immunisation programmes in the country.”Chinye-Nwoko said.

She said that speakers at a panel discussion at the webinar agreed that there was the need for and the use of quality data in the expansion of vaccination campaigns across the country.

The CEO, BioVentures for Global Health (BVGH), Jennifer Dent, said that one key challenge to implementing and sustaining vaccination was finding the right partners because it would require local priorities to drive them.

She said that there was the need to build relationships, test ideas through pilots, and work with local stakeholders including grassroot, state, and national level stakeholders.

Also, Dr Caroline Jehu-Appiah- Director, Bill and Melinda Gates Foundation, Nigeria, shared insights on how immunisation was failing in Nigeria, despite being cost effective.

“Some of the key challenges include the tight fiscal space, the increasing cost of vaccines, poor population census, poor coverage of outbreaks, brain drain in the health sector, weak immunization demand, unutilized or poor data quality, ” Jehu-Appiah said.

Dr Abdullahi Garba, Director of Statistics, National Primary Health Care Development Agency(NPHCDA) noted that vaccine manufacturing was expensive and complex locally.

He, however, said that the government’s partnerships with countries such as India and Indonesia to support vaccine manufacturing would help bring down the costs.

Mr Yusuf Yusufari, Senior Programmes Officer (SPO), Vaccine Delivery in the Nigeria Country Office of Bill and Melinda Gates Foundation, emphasised the need to have an end-to-end overview “(from manufacturer to the last man.)”

He commended the NPHCDA immunization programme that has reduced the vaccine stock out and has led to improved vaccine delivery in some states.

NSSF said that the webinar had over 500 registrants and 234 attendees.

The fund added that the discussion on expanding access to vaccines in Nigeria continues in upcoming webinars during the year.

Lions Club renovates, equips ICT Centre of Lagos school

Ikeja Unique Lions Club District 404B-2, Nigeria, has renovated and equipped Ogudu Junior Secondary School ICT Centre to enhance learning.

The President of the Club, Lion Abiodun Wilkey, at the inauguration of the centre on Friday in Lagos, said the centre would ensure that the students were compliant with the 21st century learning environment.

Wilkey said that most schools in the country teach ICT but lack the required equipment to instill practical knowledge to the students.

He added that many examinations are now computer-based, but many students were computer illiterate, thereby affecting their performance in the examination.

According to him, the club conducted a needs assessment of the school, and identified the ICT centre as the 2022/2023 legacy project to be handled by the club to enhance the quality of education in the school.

“When ICT is integrated into lessons, students become more engaged in their work because technology simplify information and provide different opportunities to make teaching more fun and interactive for students,” he said.

Similarly, Lion Lekan Owolabi, Governor, District 404B-2, said that the centre would enhance the learning capacity and skills of students and position them for global opportunities.

Owolabi said that Lions had served humanity for over 100 years in areas like sight preservation and restoration; measles eradication, diabetes awareness, pediatric cancer, education and environment, among others.

He said that the club would continue to be a beacon of inspiration, hope, and support that impacts lives, communities and the world.

Owolabi, however, appealed to well-meaning Nigerians to join the club and enhance its capacity to touch more lives.

Also speaking, Mrs Anike Adekanye, Permanent Secretary, Education District II, commended the club for the kind gesture.

Adekanye said the centre would enable the school be in sync with global best practices in education.

She assured the club of judicious use of the centre and periodic maintenance of the equipment to aid its functionality.

Also, Mrs Foluke Omisakin, Principal of the school, appreciated the club, noting that the ICT centre was in a deplorable condition before the club’s intervention.

Omisakin noted that the students would begin to experience the positive effect of technology on their education with the renovated and equipped ICT centre.

NNPC Ltd, ONHYM, others sign MoU on $25bn Nigeria-Morocco gas pipeline

The Nigeria-Morocco Gas Pipeline Project has advanced with the signing of four Memoranda of Understanding (MoU) to ensure progress and strategic direction of the 25 billion dollars Trans-Atlantic gas pipeline project.

The News Agency of Nigeria (NAN) reports that the four MoUs were signed on Friday in Abuja at the Economic Community of West African States (ECOWAS), Headquarters during the project’s first Steering Committee Meeting.

The agreements were signed between the Nigerian National Petroleum Company Limited (NNPC Ltd), Office National des Hydrocarbures et des Mines (ONHYM) of Morocco and the Société Nationale des Opérations Pétrolières of Cote d’Ivoire (PETROCI),

Others include the National Oil Company of Liberia (NOCAL), the Société Nationale des Hydrocarbures of Benin (SNH-Benin), and the Société Nationale des Pétroles of the Republic of Guinea (SONAP).

Once completed, the project will enhance the monetisation of the natural gas resources of the affected African countries and also offer a new alternative export route to Europe.

Malam Mele Kyari, Group Chief Executive Officer, NNPC Ltd, in his remarks disclosed that currently, FEED Phase II Study was at over 70 percent in tendering process for the surveys, with clear visibility in project funding.

Kyari listed the surveys as the Environmental and Social Impact Assessment (ESIA) and the Land Acquisition and Resettlement Policy Framework (LARPF).

“We are also pleased to welcome our counterparts from NOCAL of Liberia, PETROCI of Cote D’Ivoire, SNH Benin and SONAP of Guinea for committing to collaborate with us on this project through the execution of MoU.

“This is a clear demonstration of the commitment of the Host Governments, the ECOWAS Commission, and the National Oil Companies to deliver on this strategic project, create wealth and value for our countries and other stakeholders.

“As you are aware, our collective decisions and actions guided by our shared vision would extend far beyond gas supply to spur prosperity and economic integration between our nations,’’ he said.

Kyari, while expressing appreciation to President Bola Tinubu for entrusting NNPC Ltd. with the strategic project, acknowledged ECOWAS Commission’s role in co-hosting the meeting in addition to planned execution of the Treaty, Host Government Agreements and other enablers.

Also speaking, the Director-General of ONHYM, Madam Amina Benkhadra said that the gathering represented a progressive step in ensuring social and economic development through energy security and accessibility geared towards attaining total development of Africa by Africans.

In his remarks, the ECOWAS Commissioner for Infrastructure, Energy and Digitisation, Mr Sédiko Douka said the pipeline was designed from Nigeria to Morocco, passing through Atlantic Coast States, with inland ramps to supply the Interland Countries, possibly to Europe.

“The project will strengthen our electricity production/generation capacity, stimulate industrial, agricultural development, and contribute to the energy transition by using a source of energy that is cleaner than other fossil fuels,’’ he said.

He recalled that the Steering Committee, which was enlarged to include other stakeholders, was part of the dynamics of the MoU signed between the ECOWAS Commission, NNPC and ONHYM on Sept. 15, 2022, in Rabat, Morocco.

He recalled that ECOWAS was engaged further to the instructions of the Heads of State and Government in the development of the West Africa Gas Pipeline Extension Project (WAGPEP), through a feasibility study approved in 2018.

He said at the same time, Nigeria and Morocco, through NNPC Ltd and ONHYM, also agreed to initiate the Nigeria-Morocco Gas Pipeline Project (NMGP).

“The similarities between the two projects soon became apparent, and so, the need for synergy to pool efforts in order to achieve a single gas pipeline project.

“Today, we can assure you that the ECOWAS member States are fully committed to this structuring Project.

“As proof, the statutory bodies of ECOWAS have ratified the decision to merge the projects into a single one,’’ he said.

The ECOWAS-ONHYM-NNPC Steering Committee meeting for development of a single gas pipeline had representatives from Nigeria, Benin, Togo, Ghana, Côte d’Ivoire, Liberia, Sierra Leone, Guinea, Guinea-Bissau, The Gambia, Senegal, Mauritania, and Morocco.

96,000 people benefit from Seplat/NNPCL EandP eye care programme in Edo, Delta

The Management of Seplat Energy JV, in partnership with the NNPCL EandP, on Friday said no fewer than 96,000 people have in the last 12 years benefitted from its eye care programme in Edo and Delta communities.

The Director of External Affairs and Sustainability, Seplat Energy, Dr Chioma Afe, made this known during the flag off of the company’s 2023 eye care programme, tagged EYE CAN SEE in Benin.

Afe noted that the EYE CAN SEE programme was part of the company’s Corporate Social Responsibilities (CSR) to its host communities in Edo and Delta states, adding that it would run for one month in 13 different locations across 90 communities.

She also disclosed that the company, through the programme, had given out about 45,000 glasses to people with eye problems, adding that a total of 4,218 eye surgeries have also been performed.

“Yesterday, we were able to perform eye surgery for 21 patients and another 35 people have been scheduled for surgery in about a day or two.

“The programme is designed to provide eye care, visual and surgical treatment for cataract and other eye problems among members of our host communities in Edo and Delta.

“Beyond the eye surgery and treatment, we also carry out lectures to ensure total wellbeing of our host community members in line with the sustainable development goal three (SDG3) which is good health and wellbeing.

“When our doctors screen, we find out that there are underlying conditions like hypertension, and diabetes and we take time to educate them on how to manage their health.

“The EYE CAN SEE programme is a platform where we manage and refer patients living with hypertension and diabetes. These are underlying conditions that lead to eye problems.

“The programme seeks to provide free optical treatment to all ages and gender, including free reading glasses and treatment of all eye diseases we observe in a patient,” Afe said.

Also speaking, the Director of New Energy, Seplat, Mr Effiong Okon, said Seplat Energy JV has made a difference in the lives of its host communities.

“In last 12 years, we have been in business. The company has never been invaded or shut down by any community where we operate. This is because of the good relationship that exists between Seplat and its host communities.

According to him, “the programme is one of our investments in health sectors of the two states and Seplat is

committed to sustaining the programme to ensure the wellbeing of our host communities.”

In his remarks, the Managing Director of the NNPC EandP, Ali Zarah, thanked members of its host communities for their support over the years and pledged undiminished collaboration towards human and capital development in Edo.

Zarah, represented by Mrs Emily Ajakaye, Deputy Manager, Community Relations, NNPC EandP, said “it is our pleasure as an organization in partnership with SEPLAT to roll out the “EYE CAN SEE” optical care programme for our communities.

“This programme is designed to provide free Eye Care, Visual aid and Surgical treatment for Cataract, Glaucoma and other eye diseases within the NNPC EandP Limited/SEPLAT operational communities.

“We have partnered with highly reputable medical practitioners, who have proven themselves in the field of optical care to deploy this programme over the years,” Zarah said.

According to him, “today marks the kick-off of the programme for the year which will be extended to our host communities.”

The Oba of Benin, Oba Eware II, represented by Chief Stanley Obamwonyi, thanked the management of Seplat Energy JV and the NNPC EandP on behalf of all the communities for the kind gesture.

Oil theft allegations: Navy tackles Asari Dokubo, challenges him to produce evidence

The Nigerian Navy has described as spurious, the allegations by ex-Niger Delta militant leader, Asari Dokubo, that some cabals in the military are involved in oil theft in the region.

Dokubo made the claims when he visited President Bola Tinubu in Abuja on Friday.

Reacting to the accusation, the Director of Naval Information, Commodore Adedotun Ayo-Vaughan, challenged Dokubo to produce evidence and names of those behind the criminality.

Ayo-Vaughan spoke with the News Agency of Nigeria (NAN) on Saturday in Abuja.

Ayo-Vaughan said the Nigerian military, and the navy in particular, had been at the forefront of fighting crude oil theft at all levels in the country.

He said that while crude oil being stolen from pipelines were being refined in the creeks for the local market and the local buyers, it was also being stolen by criminals from offshore at sea.

“You remember the case of MT HEROIC IDUN that was made to pay fines to the Nigerian government after they were arrested and brought back from Guinea Bissau, Malabo Island and made to face court orders.

“It demonstrated the will of the Navy to go as far as even beyond our waters to arrest a ship that attempted to load without license, without due approval in April last year.

“I was there physically on board one of our ships at FOT in Onne when the navy launched Operation Dakatarda Barawo, which means stop the thief in Hausa language.

“Stop the thief that is stealing the nation’s natural resources, the hydrocarbons.

“Nigerian Navy has been fighting crude oil theft, taking the fight to the creeks and as I speak to you, our men are battling in the creeks.

“So, what I will just say is, Asari Dokubo is seeking some form of relevance and whatever.

“He alleges that there is a cabal of military people that are involved in crude oil theft, let him bring the names.

“Nobody is afraid of getting the names of those involved in crude oil theft.

“You cannot make such spurious allegations and think that we will just sweep it down the carpet,” he said.

Ayo-Vaughan said neither the Chief of Defense Staff nor the Chief of Naval Staff will condone such act.

According to him, the Nigerian navy will not be distracted by the allegations and will continue to be actively involved in the fight against crude oil theft and resources in the Niger Delta.

“So for anybody to say that there is a cabal of military officers, the only simple thing to do is bring the evidence, bring the names,” he stressed.

The Navy spokesman said that the efforts of the Nigerian military in the Niger Delta was the reason Nigeria regained top spot in oil production in the month of May among oil producing countries in Africa, as confirmed by OPEC, NUPRC and others.

Oil theft: Group tackles Dokubo, says allegations unfounded

Unity Advocacy Group, (UAG), a Non-Governmental Organisation (NGO), has condemned allegations by ex-militant, Asari Dokubo, that some Nigerian military personnel are behind most of the oil thefts in the country.

The group, in a statement by its Convener, Mr Ifeanyi Aigbedion, on Friday, accused Dokubo of being economical with the truth.

The News Agency of Nigeria (NAN) recalls that Dokubo levelled the allegations against the military while addressing newsmen after his meeting with President Bola Tinubu on Friday.

According to Aigbedion, Dokubo could have gone ahead and lobby for political patronage without raising unfounded allegations.

“Asari Dokubo can meet President Bola Tinubu and offer suggestions on the way forward, if he has it, without raising unfounded allegations at a time the new government is trying to settle down and proffer solutions to the economic crisis in the country.

“Even volunteering to use his boys to assist in tackling oil theft raises an eye brow and is more of selfish endeavour.

“Would the military and other security agencies have come in to the region if there had been no oil theft?

“Who are the real actors that are angry with anti-crude theft operations?

“Can Asari Dokubo mention names of the culprits, if he has them?,” the group queried.

Aigbedion said the armed forces under Gen. Lucky Irabor, should be commended for its sincere approach towards unraveling oil theft in the Niger Delta.

According to him, Nigerians are aware that no other Chief of Defence Staff has visited the sites of oil-theft like the present chief.

“Asari Dokubo and other persons in the region should reciprocate the sincerity exhibited by the leadership of the armed forces and chart a way forward,” he said.
